**Stay Warm, Safe and Well in Your Home

Living in a warm, safe home is essential for staying healthy and well.
Cold, damp, or unsafe housing can seriously harm your wellbeing and, in severe cases, even lead to loss of life.

Every child in Barnsley deserves to grow up in a safe, warm, affordable home. A good-quality home provides a strong foundation—it helps families stay healthy, feel supported, and be part of a thriving community and local economy.

Issues like damp and mould, or having nowhere warm to stay, can have a big impact on children’s health and happiness. That’s why it’s important to get help early. Our housing webpages offer a range of support options to guide you.

We know it’s not always easy to know where to turn. Use the links below to find out how our local teams can help you stay safe and secure at home. The services listed can also support you with rent arrears, saving on council tax, and making sure you’re getting all the housing help you’re entitled to.

Help with housing, and council tax

The schemes and services below can help you get back on track with rent, save money on your council tax and make sure that you are claiming everything that you are entitled to housing-wise.

Discretionary Housing Payments

If you claim Universal Credit or Housing Benefit but are still struggling to pay your rent, BMBC might be able to offer you a Discretionary Housing Payment (DHP).

This is a short term payment that can sometimes be awarded to help cover rent. You don't have an automatic right to a DHP, and not everyone who applies will get one, but they will consider all applications.


BMBC takes into account:
  • your income
  • your outgoings
  • your personal circumstances
if you’ve had a DHP before and what you’ve done to improve your financial situation

The council only has a limited amount to spend on DHPs each year. Once it's gone, they can't make any further awards.



Council Tax Support

If you’re on a low income, you may be able to claim Council Tax Support to help you pay your Council Tax bill. This reduces your bill in the same way other discounts do (like single person discount).


To claim Council Tax Support you need to:
  • be the person responsible for paying the Council Tax bill (rented property or your own home).
  • be on a low income - whether it's from paid work, benefits or a pension.
  • and have between you and your partner
  • less than £10,000 in savings if you're working age
  • less than £16,000 in savings if you're pensionable age (unless you receive the Guarantee Credit part of Pension Credit)

Council Tax Discretionary Relief

Council Tax Discretionary Relief is an extra payment which can help towards reducing your Council Tax bill. BMBC looks at each request for Council Tax Discretionary Relief on a case by case basis.


When making a decision they'll look at all of the following:
  • Your income and how this compares to other people in a similar situation.
  • Your savings if you have any.
  • The difference between any Council Tax reduction you receive and your payments.
  • If your accommodation is suitable for your needs.
  • If your property is empty, the reason it why can't be sold or let.
  • If there is anyone in your household who is able to help you.
  • Any loans or debts you may have.
  • If it's reasonable that you could manage your money better.
  • If you've tried to put the situation right yourself.
  • If a major incident has occurred that has forced you out of your home.

Council Tax Discounts

Have you checked if you are eligible for a Council Tax Discount?
More people are eligible than you might think, here are a few examples of who might be eligible.
If you live in a property on your own, you can apply for a single person discount to your Council Tax bill. This will reduce it by 25%.
Full time students and student nurses can apply for a student discount.
Barnsley care leavers are entitled to 100% Council Tax discount. You can receive this discount even if you don't live in the Barnsley area. The 100% discount will apply until you become 25.
If you've had to adapt your home because someone living there has a disability, you may be able to get a Council Tax discount.
If you are having structural work or major repairs done in your home, you can apply for a 25% discount for up to 12 months

**Help for Families who rent their homes from Berneslai Homes (Council Housing)

Are you in a council property looked after by Berneslai homes? You may be able to get support from Tenants First who provide specialist tenancy and family support, they can help:

  • If you are behind with your rent, and need help to get back on track
  • If you need help completing online applications for Housing Benefit and Council Tax Support
  • If you need help with your family budget
  • If you need help with rent charges due to under occupation sometimes known as ‘bedroom tax’
  • If you are having issues with Universal Credit

**Dealing with Damp, Mould or Condensation

Damp and mould can seriously affect your health—especially for children, older adults, and people with existing conditions like asthma or bronchitis. It can also impact your skin, eyes, and mental wellbeing. If you're concerned it’s making you or your family unwell, contact your GP or 📞call NHS 111.

**Help with Cold Homes and Energy Bills

Worried about heating your home or paying energy bills?
Our Warm Homes team is here to help make your home warmer and more affordable.


They offer:
  • Tips to lower bills, manage fuel debt, and access fuel vouchers
  • Help applying for grants for insulation and heating
  • Guidance on council services and energy company discounts
  • Referrals for mould and damp support, benefit checks, and income advice
  • Carbon monoxide alarms and gas safety information

**Help for Private Tenants with Poor Housing Conditions

If your rented home is cold, expensive to heat, or has issues like damp and mould, your landlord is legally responsible for making repairs and keeping the property safe.

They must provide:
  • A safe, working heating system you can control
  • Smoke alarms on every floor
  • Carbon monoxide detectors in rooms with solid fuel appliances
The Safer Communities team can help with landlord issues, poor housing conditions, self-neglect, or hoarding. They also offer advice on tenant and landlord rights.

**Homelessness or Risk of Losing Your Home

If you're homeless or worried about losing your home, the Housing and Welfare team is here to help. They offer tailored advice to help you stay where you are—or find alternative housing if needed

**Finding a New Home in Barnsley

If you're looking for a new place to live in Barnsley, there are several options to explore—whether you’re renting privately, through a housing provider, or looking to buy.

Renting a Council Home with Berneslai Homes
Berneslai Homes manage around 18,000 council properties on behalf of the local authority. They’re an Arms Length Management Organisation (ALMO) that handles property allocation and housing services. You can find out how to apply and view available properties on their website.

You can also rent from various housing associations offering homes in the area, including:


Renting from a Private Landlord
If you're renting privately, it's important to understand both your rights and responsibilities—as well as those of your landlord or letting agent.


Make sure you have a tenancy agreement and are clear on the terms. Your landlord must protect your deposit in a government-backed scheme and maintain the property to a safe and liveable standard. That includes making repairs when needed and ensuring it meets legal safety requirements.
Landlords must give you at least 24 hours’ notice before visiting your home.

**Adapting Your Home

🏠 Adapting Your Home
Sometimes homes need changes to make life easier—like adding ramps, handrails, or special equipment. If someone in your family has a disability or health condition, help is available.

If You Live in a Private Home, Private Rent, or Housing Association
You might be able to get help from the council to pay for changes to your home. This could include things like stair lifts or making the bathroom easier to use. An occupational therapist will visit to see what’s needed, and then guide you through the next steps.

Cold weather can affect anyone, but it can be especially challenging for young children, older adults, pregnant people, and those with ongoing health conditions. Fortunately, there are plenty of simple things you can do to protect yourself and those around you.

**Safe Sleeping for Babies

🛏️ Safe Sleeping for Babies
Making sure your baby sleeps safely is really important. It helps lower the risk of Sudden Infant Death Syndrome (SIDS) and keeps your baby comfortable.
Top tips for safe sleep:

  • Always place your baby on their back to sleep.
  • Use a firm, flat mattress in a cot or Moses basket.
  • Keep the sleep space clear—no pillows, toys, or loose blankets.
  • Sleep in the same room as your baby for the first 6 months.
  • Keep the room at a comfortable temperature (16–20°C).
  • Don’t smoke around your baby or in your home.
Avoid sleeping with your baby on a sofa or armchair, and don’t bed-share if you smoke, drink alcohol, or are very tired.

Beds for Babies – A Safe Space to Sleep

Are you struggling to find a cot or bed for your young child?


Beds for Babies, part of South Yorkshire’s Safe Place to Sleep programme, provides children under 5 with a safe bed and bedding.

This scheme, backed by Mayor Oliver Coppard and delivered in partnership with Baby Basics UK, helps families facing bed poverty in South Yorkshire.


Why It Matters
A proper night’s sleep is essential for a child’s development and a family’s wellbeing. Bed poverty – such as broken beds, soiled or mouldy bedding, or no age-appropriate bed – can seriously impact health and quality of life.
